Effective February 1, 2007, the 10 member states of the Caribbean Community (CARICOM) require that all airlines and passenger vessels submit Advance Passenger Information System (APIS) manifests prior to arrival in, departure from, and travel between any member states.* Unlike current APIS requirements for the United States, CARICOM requirements are in effect for all aircraft and passenger vessels – commercial and private, affecting both Part 135 and Part 91 operators.

UN/EDIFACT is a standard electronic data interchange (EDI) message set approved for use by the United Nation/Electronic data Interchange for Administration, Commerce and Trade (UN/EDIFACT) under the auspices of the United Nations Economic Commission for Europe (EU/ECE). The International Air Transport Association (IATA) and the World Customs Organization (WCO) adopted the Passenger List (PAXLIST) message set for use by all scheduled air carriers for the transmission of passenger and crew data to border control authorities in the United States.
