Efficient MCL / APIS filing for charter/commercial
operators – online.
Ongoing security concerns and regulations require all operators to file Master Crew List (MCL) and Advance Passenger Information System (APIS) manifests. Now, Universal Weather and Aviation, Inc. provides a fast, easy way for Part 135 operators to file, change and store this data.
The Universal® Online MCL / APIS Submission Service is certified by U.S. Customs and Border Protection for filing manifests as required by regulations and UN/EDIFACT standards for data interchange.
Effective February 1, 2007, the 10 member states of the Caribbean Community (CARICOM) require that all airlines and passenger vessels submit Advance Passenger Information System (APIS) manifests prior to arrival in, departure from, and travel between any member states.* Unlike current APIS requirements for the United States, CARICOM requirements are in effect for all aircraft and passenger vessels – commercial and private, affecting both Part 135 and Part 91 operators.
Universal Weather and Aviation, Inc. began implementing CARICOM APIS filings seamlessly in February 2007, as soon as the requirements came into effect. This integration is an example of our proprietary eAPIS infrastructure, originally developed in 2002, which is designed to conform with regulatory requirements and existing governmental interfaces. Count on Universal's proven systems to keep you in compliance with current and future APIS requirements worldwide.
Build, save and store crew and passenger lists.
Enter your crew and passenger data, and you'll have access to it every time you file a manifest. And editing the information is easy and convenient when an individual's details (such as document numbers or addresses) change. Manage your crew and passenger data!
Submit changes to your MCL.
Because charter and commercial operators are responsible for maintaining their official Master Crew List, our online service helps you manage the process by submitting changes, additions and deletions directly to TSA. In addition, we automatically update your stored crew list with every change, helping ensure that the data you store with us is an identical match to your official MCL.

UN/EDIFACT is a standard electronic data interchange (EDI) message set approved for use by the United Nation/Electronic data Interchange for Administration, Commerce and Trade (UN/EDIFACT) under the auspices of the United Nations Economic Commission for Europe (EU/ECE). The International Air Transport Association (IATA) and the World Customs Organization (WCO) adopted the Passenger List (PAXLIST) message set for use by all scheduled air carriers for the transmission of passenger and crew data to border control authorities in the United States.
Our self-service online utility allows you to complete a validated filing in just minutes and pay by credit card. Plus, our Customer Care Center is staffed at all hours to provide assistance whenever you need it.
