TSA Releases Voluntary Security Enhancements for FBOs and Aircraft Operators

"As part of the Transportation Security Administration's (TSA's) ongoing efforts regarding general aviation security, the agency has released two new documents designed to provide specific security considerations for aircraft operators and fixed base operators (FBOs). The guidance documents do not constitute regulatory requirements but should be used as a benchmark against current security practices. Developed in cooperation with NBAA and other industry stakeholders, these measures incorporate existing best security practices across a wide range of operations and business models to allow for the greatest amount of adoption as possible. FAA Publishes Holdover Time Tables for Winter 2008–2009
The FAA has released its annual update for aircraft operators required to have an FAA-approved deicing program. This deicing program update applies primarily to Part 121, 125 and 135 operators, and provides FAA inspectors and aircraft operators information on holdover times, a listing of qualified deicing/anti-icing fluids and recommendations on various other ground deicing/anti-icing issues. While this update does not apply to operations conducted under Federal Aviation Regulation Part 91, NBAA recommends that Members review the notice for information and issues related to their operation. NBAA Reminds News Outlets of Security Measures Already in Place for GA

"Following a front-page USA Today story published about the Transportation Security Administration's ongoing review of general aviation (GA) security measures, NBAA reminded inquiring reporters that security is a top priority for the industry, and a host of measures have been put in place since the 9/11 terrorist attacks to ensure that aircraft, airports and passengers are safe and secure. 'Some of the measures that have been introduced, for instance, include government cross-checks of the records of pilots and aircraft against terrorist watch lists,' NBAA spokesman Dan Hubbard told CBS radio news for a story that aired on CBS affiliates across the country. While NBAA will continue emphasizing with federal officials that any new policies must balance the need for security with mobility, the Association will also keep working to ensure that news organizations are aware of the security measures already in place. DOT Releases SIFL Rates for Second Half of 2008

"The U.S. Department of Transportation (DOT) recently released Standard Industry Fare Level (SIFL) rates for the six-month period from 1 July to 31 December. These data are necessary when applying the Internal Revenue Service (IRS) aircraft valuation formula to compute values of non-business transportation aboard employer-provided aircraft. The data also are needed to impute the income of the traveling employee, as required by the IRS Rules Section 1.61-21(g). ADIZ Familiarization Training Mandated for Pilots

"The Federal Aviation Administration (FAA) has issued a final rule that requires all pilots flying under visual flight rules within 60 nautical miles of the Washington (DCA) VOR to undergo the online special awareness training for the Washington, DC-metropolitan area. Pilots must be in compliance with this rule by 9 February 2009 and able to present their certificate of completion of the course at the request of an authorized representative of the FAA, National Transportation Safety Board or TSA or any federal, state or local law enforcement officer. Low / No Fuel Announcements |

- (ALL - Brazil) Brazilian-based customers, or those international operators continuing operations within Brazil, cannot fuel via UVair® card or fuel authorization at domestic airports within Brazil. (Domestic airports do not have on-site customs office, and are classed "not an airport of entry.") If clients must fuel at SBSP, SBNF, SBSR, SBAQ, SBCY, fuel credit may be obtained through the handling agent. Handlers purchase fuel direct from the supplier, pay in local currency, and incur all taxes, duties, and fees as applicable. UVair is then invoiced by the handler in USD; as such, fuel prices will be nearly double the UVair price estimate, since taxes, duties, and fees-plus a 15% administrative fee-will be added. Standard UVair pricing within Brazil includes taxes duties and fees as applicable only to international operations.
- (ALL - Western Canada) Confirm fuel availability at these western Canadian airports: Calgary (CYYC), Edmonton- International Airport (CYEG), Edmonton-Blatchford Field (CYXD), Grande Prairie (CYQU), Fort McMurray (CYMM), Yellowknife (CYZF), Saskatoon (CYXE), Regina (CYQR), and Winnipeg (CYWG).

If permission is given, an overseer with vehicle must standby until fueling is complete to ensure passengers can evacuate in case of an emergency. All aircraft must present a valid Aircraft Operator Certificate (AOC) as proof of exemption prior to fueling, or be subject to VAT of 13.5 percent.
- (FAJS) Johannesburg, South Africa has an unreliable fuel supply. Advise fuel volume requirements on your fuel request and confirm availability.
- (FGSL) Malabo, Equatorial Guinea has no fuel available until further notice.
- (FKKR) Garoua, Cameroon has a limited fuel supply. Advise requirements on your fuel request and confirm availability.
- (FLLS) Lusaka, Zambia has no fuel available until further notice.
- (FZQA) Lubumbashi, Democratic Republic of the Congo has no fuel available until further notice.
- (FZWA) Mbuji-Mayi, Democratic Republic of the Congo has no fuel available until further notice.
- (HHAS) Asmara, Eritrea has no fuel available until further notice.
- (HLKF) Kufrah, Libya - only national and VIP flights will be fueled. No fuel will be provided to flights departing for out-of-country destinations.
- (HTZA) Zanzibar Island, Tanzania has an unreliable fuel supply. Advise fuel volume requirements on your fuel request and confirm availability.
- (LEVC) Valencia, Spain - all fuel operators will be charged an additional fee, estimated at $35 USD, for fueling at the south aircraft parking zone.
- (LFMN) Nice, France - expect fueling delays for the rest of the summer. Consider tankering fuel as commercial operators take priority.
- (MPMG) Panama City, Panama - fuel supply has returned to normal.
- (MTPP) Port-au-Prince, Haiti has no fuel available for ad hoc flights (including UVair) until further notice. Special exception made to military flights on a case-by-case basis.
- (OMDB) Dubai, United Arab Emirates - expect lengthy fueling delays due to the logistics of transporting fuel at a large airport, and that commercial operators always take first priority. Fueling on arrival is recommended. Request that handler direct the fuel truck and driver to stand by at parking position to minimize delays.
- (SCDA) Iquique, Chile - UV's fuel supplier has changed to ExxonMobil effective 1 September.

"U.S. citizens are urged to carefully consider the risks of travel to the Bahamas and the Turks and Caicos Islands at this time due to the threat posed by Tropical Storm Hanna and Hurricane Ike. The Department of State authorized the departure of non-emergency personnel and eligible family members of the U.S. Embassy in Nassau, The Bahamas. The storm currently is affecting the Turks and Caicos and is predicted to pass over The Bahamas as a Category 1 hurricane during the 3-4 September timeframe. Ike is expected to impact the Bahamas on 6-9 September. Updates on the storms’ tracks and intensities can be found at http://www.nhc.noaa.gov/.
"U.S. citizens in the central and northern Bahamas Islands likely to be impacted by Tropical Storm Hanna and Hurricane Ike who do not have access to adequate and safe shelter should consider departing while commercial flights are still available. Seating capacity on commercial flights is extremely limited. Flights into and out of Nassau and Freeport international airports may be suspended at any time.
"If staying in The Bahamas, U.S. citizens are urged to locate shelter, monitor media reports, and follow all official instructions. Visitors to The Bahamas should be familiar with their hotel or cruise ship evacuation plans, policies, or procedures. U.S. citizens should carry their travel documents (e.g., U.S. passport, birth certificate, picture ID's, etc.) with them at all times or secure them by placing them in a safe, waterproof location. Additionally, all U.S. citizens in the area are reminded to stay in contact with friends and family in the United States to keep them apprised of their current whereabouts.

Israeli security forces have foiled at least five attempts by the Lebanese Hezbollah militia to abduct Israeli businessmen in Africa, Asia, and South America, Israeli newspapers reported on Tuesday. Each time, Hezbollah, which fought a bloody war against Israel in the summer of 2006, has tried to use "sleeper cells" embedded in far-flung Shiite Muslim communities, the mass-selling Yediot Aharonot reported. Yediot and other newspapers cited unnamed Israeli security officials and said further details about the plots remain under official censorship. Israel has been on high alert since senior Hezbollah commander Imad Mughnieh was assassinated in a car bombing in Damascus in February in an attack welcomed by the Jewish state, though it denied any responsibility.
Hezbollah leader Hassan Nasrallah blamed Israel for the attack and has repeatedly vowed to avenge the killing. Last month, Israel issued a warning to its citizens living and traveling abroad to take extra precautions against possible Hezbollah attacks or abductions. Israel's counter-terror bureau issued the warning at a peak traveling season for Israelis, calling on tourists and businessmen to take special precaution in hotels, restaurants and recreational spots. Israelis were also urged to turn down "unexpected and alluring proposals in both business and recreation" and to alter routines and habits.

A car bomb exploded early Monday in Colombia's third largest city of Cali, killing four people and wounding at least 12 in one of the deadliest urban attacks this year, authorities said. The explosion occurred five minutes after midnight near the Palace of Justice, where offices of Cali's judges and other civil servants are located, said Cali Mayor Jorge Ivan Ospina. "The bomb exploded in the area behind the Palace of Justice, right in the center of the city, causing the death of four people," Ospina said. The mayor said authorities had no information on who set off the bomb, which contained about 80 kilograms (175 pounds) of explosives and left a crater two meters (yards) across, causing damage to nearby buildings including the court building. Seven people were killed earlier this month in a bombing in a northwest Colombian village, an attack blamed on leftist rebels who have waged a guerrilla war for decades in the country. Colombian authorities typically lay blame for such attacks on the Revolutionary Armed Forces of Colombia (FARC), although violence in urban areas has ebbed in recent years under President Alvaro Uribe, who has aggressively pursued the FARC rebels in his vow to crush the group.

Russian security forces on Tuesday broke up a rare protest in the turbulent Caucasus province of Ingushetia after it was called in response to the death of a Kremlin critic who had been in police custody. Police and special forces arrived in two trucks to disperse the demonstration, which had begun on Monday, firing warning shots and hitting the demonstrators with batons. They were protesting against the fatal shooting in a police car on Sunday of opposition leader and Web site owner Magomed Yevloyev. Demonstrators demanded the resignation of Ingushetia's Kremlin-appointed governor, Murat Zyazikov, who has been widely criticized by human rights groups and local activists in connection with disappearances in the region, located near war-torn Chechnya. One opposition leader on Tuesday warned that opponents could initiate a signature-gathering campaign to demand independence from the rest of Russia if their demands were not heard. "If the Kremlin doesn't give a damn about our problems, if it doesn't want to defend us, let them give us independence. We have no other solution but to start collecting signatures for this procedure," local opposition leader Akhmed Kotiyev said. Hundreds of protesters had gathered near the bus station in the main town of Nazran, near where Yevloyev's body was laid out earlier.

In Indian Kashmir, large separatist protests have led to violent clashes with federal police, resulting in deaths and injuries. "They are ruthless, trigger happy," said Ghulam Rasool Bhat, a laborer who says he was beaten by federal police after he tried to buy milk for his two nephews under a curfew in Srinagar, the summer capital of Indian Kashmir. Police have shot and killed at least 35 Muslim protesters in the Muslim-majority Kashmir Valley after a dispute over land for a Hindu shrine spiraled into marches and strikes against Indian rule. More than 1,000 people have been wounded in clashes over three weeks, hospital officials and police say, with the Kashmir Valley often under curfew. Hundreds of people have suffered police baton beatings and bullet wounds, doctors say. The Indian government says its security forces have been fired upon by protesters on several occasions, and said authorities had "acted within the law and with restraint."

Six Mexican officers have been placed under house arrest on suspicion of homicide after an American man died while in police custody in the resort city of San Jose del Cabo, a prosecutor said Monday. Baja California Sur state deputy prosecutor Omar Barajas said the officers were placed under house arrest Sunday while authorities investigate whether they played a role in the death. The victim was identified as a 38-year-old man from Oregon, but the U.S. Embassy could not confirm his name or hometown. The man was arrested Wednesday after he was involved in a fight at an apartment complex and died in jail hours later, Barajas said. A medical examiner recorded minor bruises on the man's face at the time of his arrest, but more were found on his body after his death, the prosecutor said. Barajas said the police officers gave contradictory statements about the man's incarceration. One confessed to kicking him in the face. Others said the victim hit his face on the ground when they pushed him to the floor to subdue him. Surveillance video and witness statements indicate that officers struck the victim, Barajas said.

On Monday, President Lugo accused former president Nicanor Duarte and retired general Lino Oviedo of masterminding a conspiracy against his government. Both rejected the accusations. Reacting to the coup plot allegations, the head of the Organization of American States, Jose Miguel Insulza, voiced his "deep concern" and called on Paraguay's political groups to overcome their differences. Ambassadors from nine South American nations and Mexico, as well as the OAS, have voiced their backing for Lugo and his government during a meeting called by the Paraguayan foreign minister, Alejandro Hamed. Lugo was sworn in on 15 August, promising to tackle corruption and deliver land reform. The former bishop, who was elected in April, said the task of transforming Paraguay was not "impossible." The coup allegations highlight Lugo's political vulnerability, says BBC Americas Editor Warren Bull. Last week, Lugo said the opposition-dominated Congress was blocking his reform program and that he was considering resorting to a referendum to break the deadlock.

Iranian President Mahmoud Ahmadinejad told Bolivia's visiting left-wing President Evo Morales on Monday that their two nations are natural allies and would boost energy ties, according to the state media. "The two revolutionary nations and the governments of Iran and Bolivia are natural allies and will boost their relations in the fields of commerce, industry, agriculture, gas, oil, and politics," he told Morales on the first day of a two-day trip to Tehran."We are striding on a common path towards a brighter future and will remain by each other's side and supportive of one another under any circumstances," Ahmadinejad said, according to a state-run television news Web site. The Web site also quoted Morales, whose country sits on South America's second largest gas reserves, as saying he supports Ahmadinejad. "I support and praise Mr. Ahmadinejad's stance against imperialism and defending the rights of the Iranian people," he said. "I also hail Iranian progress in industry and agriculture." Iran's supreme leader Ayatollah Ali Khamenei also met with Morales.

VOLCANOES
Etna, Italy has an ash cloud from 10,000 to 6,000 feet moving toward the southeast at 20 knots. Chaiten, Chile has an ash cloud from 10,000 feet to the surface moving toward the northwest at 10 knots. Rabaul, New Britain, SW Pacific has an ash cloud from 8,000 feet to the surface moving toward the west at 10 knots.
NORTH AMERICA
Low pressure over Missouri will bring rain and fog from Wisconsin to Illinois. A cold front draped across the Deep South will produce thunderstorms from Kentucky to Louisiana. Patchy morning fog is likely along the West Coast.
ATLANTIC/EUROPE
Low pressure over the northwestern North Atlantic will produce isolated thunderstorms. Additional thunderstorms are likely over the western North Atlantic in association with trough of low pressure. Low pressure approaching Greenland will produce rain, snow and moderate low-level turbulence. Low pressure over the U.K. will produce rainshowers and moderate low-level turbulence. Isolated thunderstorms are likely over southern Europe in association with a cold front. A cold front over Eastern Europe will produce rainshowers, isolated thunderstorms along with moderate low-level turbulence.
ASIA
Low pressure over western Russia will produce rainshowers along with moderate low-level turbulence. Isolated afternoon and evening thunderstorms are likely over central Russia in association with another storm system. Low pressure over eastern Russia will produce additional showers and thunderstorms. Patchy morning fog is likely along coastal areas of eastern Russia.
SE ASIA/PACIFIC
Low pressure over western Russia will produce rainshowers along with moderate low-level turbulence. Isolated afternoon and evening thunderstorms are likely over central Russia in association with another storm system. Low pressure over eastern Russia will produce additional showers and thunderstorms. Patchy morning fog is likely along coastal areas of eastern Russia. Isolated thunderstorms are likely over the western North Pacific. Low pressure east of the Kamchatka Peninsula will produce rainshowers and moderate low-level turbulence.
SOUTH AMERICA
Thunderstorms are expected across mainly northern and west-central South America. Isolated thunderstorms are likely over southeastern Brazil in association with a stationary front.
AFRICA
Clusters of thunderstorms will continue mainly over the central and western portion of the continent. Patchy morning fog is likely along portions of the Ivory Coast.
AUSTRALIA/SOUTH PACIFIC
Patchy early morning fog is likely over portions of southeastern Australia. Low pressure over eastern Australia will produce rainshowers across the region.
