Brazil Grand Prix 2013: Tips for Bizav Operators

The Brazil Formula 1 Grand Prix takes place November 22-24 at the Autodromo Jose Carlos Pace Interlagos circuit located on the outskirts of Sao Paulo. The 4.3-kilometer, counterclockwise circuit features a very unique layout: tight infields, long straights and the infamous "Curva do Laranjinha." Due to the popularity of this Grand Prix event and the influx of business aviation traffic that is sure to accompany it, it’s best to begin trip planning arrangements as early as possible if you are planning to be in and around Sao Paulo during this time period.

The following is an overview of what you need to know:

1. Best airport choices

There are four airports to consider for the Brazil Grand Prix. Closest Airports of Entry (AOEs) to the event are Campinas, Sao Paolo (SBKP) at 30 minutes from the circuit, and Guarulhos, Sao Paolo (SBGR) at 55 minutes from the track. Two other options – although they’re not AOEs – include Congonhas, Sao Paolo (SBSP) at 20 minutes from the track and Sao Jose Dos Campos (SBSJ) at 45 minutes away.

Campinas, Sao Paolo (SBKP)

  • AOE: Yes
  • Operating hours: 24 hours
  • Prior Permission Required (PPR): Required
  • Airport slots: Not required
  • Aircraft parking: Available
  • Ground handling: Available
  • Aviation fuel (Jet A): Available
  • In-flight catering: Available

Notes:

A PPR is needed for all operations to SBKP. Lead time to request a PPR is a minimum of three business days. Aircraft parking is granted in three-hour increments. Overnight parking requests must be submitted in advance, and permission may be granted based on availability.

Vehicle access to ramp/aircraft parking areas is available with special permission only, and a vehicle security search will be involved. However, such special permissions are not normally granted.

Guarulhos, Sao Paolo (SBGR)

  • AOE: Yes
  • Operating hours: 24 hours
  • PPR: Required
  • Airport slots: Required
  • Aircraft parking: Available (limited)
  • Ground handling: Available
  • Aviation fuel (Jet A): Available
  • In-flight catering: Available

Notes:

PPRs are required for all operations to SBGR. This airport has aircraft parking restrictions due to the large number of parking requests received. Extended stay on the civilian apron (Apron 6) – up to a maximum of 24 hours – may be granted, but requests must be sent to the airport management in advance and are subject to availability. Lead time for PPR is a minimum of 24 hours.

If aircraft parking isn’t available on the civilian side, the military apron may be an option. It’s best to speak to your 3rd-party provider to explore aircraft parking options for this airport.

Airport slots are required for this airport, and you can only request them 25 hours out, and no less than one hour prior, to your arrival. Deviation for airport slots at SBGR is +/- 15 minutes.

Note that use of this airport as change of destination, or alternate from a flight originally planned to SBSP or SBKP, is prohibited due to apron capacity. The only exceptions are for military aircraft.

Passengers and crew are required to disembark their aircraft in order to complete immigrations and customs procedures. These procedures cannot be completed onboard the aircraft.

There are no VIP procedures for general aviation passengers at SBGR. Passengers must clear customs and immigration in the general public line at either Terminal 1 or 2. There’s a separate line for the following cases:

  • Diplomatic passengers
  • Elderly
  • Pregnant women
  • Crew members
  • Handicapped

Congonhas, Sao Paolo (SBSP)

  • AOE: No
  • Operating hours: See below
  • PPR: Not required
  • Airport slots: Required
  • Aircraft parking: Available
  • Ground handling: Available
  • Aviation fuel (Jet A): Available
  • In-flight catering: Available

Notes:

Operating hours:

  • 0600-0659 local, excluding certain aircraft (see below)
  • 0700-2200 local, all aircraft
  • 2201-2300 local, excluding certain aircraft (see below)

Overtime cannot be arranged during curfew hours at SBSP.

Airport slots are in effect for all aircraft traveling to/from this airport. Airport slots cannot be requested for this airport until the aircraft has an approved landing permit. Landing permit approval, along with the aircraft registration and airworthiness certificates, is needed in order to request airport slots.

It’s important to note that airport slots may be requested no more than 25 hours, and no less than one hour, prior to estimated time of arrival. Once airport slots are approved, a confirmation will be provided, and this must be placed in remarks section 18 of your flight plan. Deviation for all airport slots at SBSP is +/- 5 minutes.

Sao Jose Dos Campos (SBSJ)

  • AOE: No
  • Operating hours: 24 hours
  • PPR: Not required
  • Airport slots: Not required
  • Aircraft parking: Available
  • Ground handling: Available
  • Aviation fuel (Jet A): Available
  • In-flight catering: Available

2. All flights within Brazil require domestic permits

3. Flight planning considerations while in Brazil

Authorities require the captain to sign the flight plan before filing it. Your ground handler is only able to fill out and file the flight plan form upon receiving the flight plan from the captain or his/her 3rd-party provider.

4. Customs considerations for Brazil

The Federal Customs office of Brazil has mandated that all private non-revenue flights must submit a letter to customs officials stating that the operator of the aircraft is the owner of the aircraft. In addition, this letter must indicate how each passenger relates to the owner/operator of the aircraft, and it must be on company letterhead. The letter must be submitted to your local ground handler, in advance of your operation, and it’s required for all airports in Brazil.
The specific documents listed below must be presented to officials upon arrival. This is strictly enforced by customs and Civil Aviation Authority officials, regardless if the flight is domestic or international. Documents are as follows:

  • Proof of yellow fever vaccination (when required)
  • Crew passports
  • Pilot and co-pilot proficiency card

Crew members should have two copies of each of the above documents, as well as proof of pilot and co-pilot aircraft type-ratings onboard the aircraft.

In addition, six copies of the general declaration should be available, along with a completed Departamento de Aviacao Civil (DAC) form. The DAC form is needed at the first airport in Brazil and must be kept onboard the aircraft at all times. Your ground handler can assist with this form.

5. Plan hotel and local transport arrangements as early as possible

There are many 4- and 5-star crew hotel options to consider at SBGR and SBSP, but options are more limited when traveling to SBKP and SBSJ. In all cases, it’s best to book hotels as soon as a schedule is known due to increased traffic expected during this event. Avoid rental cars if you’re unfamiliar with the area and be aware there may be possible road closures surrounding this event.

Conclusion

When operating to Brazil – particularly the very busy Sao Paolo area – it’s important to consider all permit request procedures, airport curfews/restrictions and visa requirements. Preferred hotel accommodations in the area are expected to sell out. It’s also important to make arrangements early for best choices in local transport options. While 3rd-party providers, and local ground handlers, will be able to come up with options for even last-minute trip requests, your choices will be maximized by making arrangements as soon as schedule is known.
